Ye sab dikha raha hai ki center aur state governments dono hi North Andhra ke logon ki problem pe dhyan nahi de rahe hain. విశాఖ రైల్వే జోన్.. .ఇది ఉత్తరాంధ్ర ప్రజల చిరకాల స్వప్నం. విశాఖ కేంద్రంగా రైల్వే జోన్ ఏర్పాటు చేయాలంటూ మూడు దశాబ్దాల పాటు పోరాటం చేశారు ఉత్తరాంధ్ర ప్రజలు. పాలకులు మారినా ఫలితం కనిపించలేదు. చివరకు 2019లో రెండోసారి అధికారంలోకి బీజేపీ ప్రభుత్వం జోన్ ప్రకటన చేసింది. అయితే అది ఇంతవరకు కార్యరూపం దాల్చలేదు. సౌత్ కోస్ట్ రైల్వే జోన్‌గా పేరు పెట్టినప్పటికీ జోన్ ఏర్పాటులో పాలకుల నిర్లక్ష్యం కొనసాగుతూనే ఉంది. వాల్తేరు డివిజన్‌ను రద్దుచేసి దక్షిణ కోస్తా రైల్వే జోన్‌ను ఏర్పాటు చేయడం పట్ల ఉత్తరాంధ్ర వాసుల్లో అసంతృప్తి జ్వాల రగులుతూనే ఉంది. దక్షిణ కోస్తా రైల్వే జోన్‌కు సంబంధించి డీపీఆర్ ఆమోదానికే రెండేళ్లు పట్టిందంటే పాలకులకు ఉత్తరాంధ్రవాసులపై ఎంత ప్రేమ ఉందో ఇట్టే అర్థమవుతుంది.

ప్రకటన చేసి పబ్బం గడుపుకుంది...

2019లో కేంద్రంలో ఉన్న బీజేపీ ప్రభుత్వం విశాఖ రైల్వే జోన్‌ను ప్రకటించి పబ్బం గడుపుకుంది. ఆ తర్వాత జరిగిన లోక్‌సభ ఎన్నికల్లో రెండోసారి అధికారంలోకి వచ్చింది. బీజేపీ రెండో టర్మ్ కూడా పూర్తి కావస్తున్నా జోన్ వ్యవహారం మాత్రం ఎక్కడ వేసిన గొంగళి అక్కడే అన్న చందంగా ఉంది. డీపీఆర్ ఆమోదం జరిగినప్పటికీ ఒక్క పని కూడా మొదలు కాలేదు. దీంతో రైల్వే జోన్‌తో పాటు విశాఖపట్నం రైల్వే స్టేషన్ కూడా నిర్లక్ష్యానికి గురైంది. రాకపోకలు సాగించే రైళ్లు పెరిగినా...ప్లాట్‌ఫామ్‌ల సంఖ్య పెరగకపోవడంతో ఇక్కడి నుంచి రైళ్లు తరలిపోయే దుస్థితి ఏర్పడింది.

విశాఖ వదిలి రైలెల్లిపోతోంది...

ఆసియాలో అత్యంత వేగంగా అభివృద్ధి చెందుతున్న నగరాల్లో విశాఖ ఒకటి. పారిశ్రామిక, పర్యాటక రాజధానిగా విశాఖ అభివృద్ధి చెందుతుండడంతో ఇక్కడ నుంచి రాకపోకలు అధికమయ్యాయి. అయితే విశాఖ రైల్వే స్టేషన్‌లో రైళ్ల రాకపోకలకు తగినన్ని ప్లాట్‌ఫామ్‌లు లేవు. స్టేషన్లోకి వచ్చిన రైలు ఇంజిన్ మార్చుకుని వెళ్లడానికి కనీసం 20 నిమిషాల సమయం పడుతుంది. ఈ కారణంగా స్టేషన్‌కు వచ్చే రైళ్లు గంటల తరబడి వెయిట్ చేయాల్సిన పరిస్థితి నెలకొంది. దీంతో పలు రైళ్లను దువ్వాడ స్టేషన్ నుంచి మరలిస్తున్నారు. మరిన్ని రైళ్లు దువ్వాడ స్టేషన్ నుంచే ప్రారంభం అవుతున్నాయి. విశాఖ రైల్వే స్టేషన్ నుంచి 25 కిలోమీటర్ల దూరంలో ఉన్న దువ్వాడ రైల్వే స్టేషన్‌కి వెళ్లి ట్రైన్ ఎక్కడానికి ప్రయాణికులు ఇబ్బంది పడుతున్నారు.

ప్రభుత్వాల దోబూచులాట...

ఉత్తరాంధ్ర ప్రజల ఆకాంక్షలతో కేంద్ర, రాష్ట్ర ప్రభుత్వాలు ఆడుకుంటున్నాయి. రైల్వే జోన్ ప్రకటించిన కేంద్ర ప్రభుత్వం తర్వాత పట్టించుకోవడం మానేసింది. జోన్ కార్యాలయాల ఏర్పాటుకు రాష్ట్ర ప్రభుత్వం స్థలం ఇవ్వాల్సి ఉండగా... తాము ఎప్పుడో ఇచ్చాం అంటున్నారు గానీ ఆ స్థలం కనిపించడం లేదు. 'విశాఖ రైల్వే జోన్ ఏర్పాటుపై కేంద్ర, రాష్ట్ర ప్రభుత్వాలకు చిత్తశుద్ధి లేదు. స్థలం కేటాయింపు విషయంలో ఇచ్చామని రాష్ట్ర ప్రభుత్వం, ఇవ్వలేదని కేంద్రం దోబూచులాడుతున్నాయి. ఈ ఎన్నికల్లో రెండు ప్రభుత్వాలకు ఉత్తరాంధ్ర ప్రజలు గట్టిగా బుద్ధి చెబుతారు' అన్నారు సీపీఐ రాష్ట్ర సహాయ కార్యదర్శి జేవీ సత్యనారాయణమూర్తి. ‘‘రైల్వే జోన్ అంశం ఇప్పటిది కాదు. ఇది నాలుగు దశాబ్దాలుగా ఉత్తరాంధ్ర ప్రజలు పోరాడుతున్న అంశం. రైల్వే జోన్ ప్రకటించిన కేంద్రం దాన్ని అభివృద్ధి పరచడంలో నిర్లక్ష్యం వహించింది. వాల్తేరు డివిజన్‌ను రద్దుచేసి సౌత్ కోస్ట్ రైల్వే జోన్ ప్రకటించడం చాలా దారుణం. దీన్ని ఇప్పటికైనా సవరించి పూర్తిస్థాయి రైల్వే జోన్‌ను ఏర్పాటు చేయాలి’’ అని రైల్వే ట్రేడ్ యూనియన్ సీనియర్ నాయకులు చలసాని గాంధీ అన్నారు. ఇప్పటికైనా రైల్వే జోన్ ఏర్పాటు ముందుకు సాగుతుందా? అంటూ ఉత్తరాంధ్ర ప్రజలు ప్రశ్నిస్తున్నారు.

ఎన్నికల ప్రచారాస్త్రంగా రైల్వే జోన్…

విశాఖ కేంద్రంగా దక్షిణ కోస్తా రైల్వే జోన్ ఏర్పాటు గత 40 ఏళ్లుగా ఎన్నికల ప్రచారంగానే మిగిలింది. త్వరలో జరగనున్న సార్వత్రిక ఎన్నికల్లో కూడా కాంగ్రెస్ పార్టీ ప్రధాన ప్రచారాస్త్రంగా రైల్వే జోన్‌నే ప్రయోగించనుందని సమాచారం. విశాఖలో ఎన్నికల ప్రచారంలో పాల్గొననున్న తెలంగాణ సీఎం రేవంత్ రెడ్డి.. కేంద్ర, రాష్ట్ర ప్రభుత్వాలను ఎండగట్టడానికి విశాఖ స్టీల్ ప్లాంట్ ప్రవేటీకరణతో పాటు ప్రత్యేక హోదా, రైల్వే జోన్ అంశాలను ప్రధానంగా ప్రస్తావించనున్నారని కాంగ్రెస్ వర్గాలు చెబుతున్నాయి.

A stakeholders meeting should be convened on the Waltair Division issue, the UCV requested.The Convenor of UCV, SS Shiva Sankar informed that there is a large chunk of railway land available adjacent to the railway station which can be used for the New Railway Zone headquarters. The UCV reminded that the land had already been identified in the wireless colony for which even architecture designs and Detailed Project Report (DPR) were ready. He mentioned that railways should go ahead with the available land immediately without waiting for the land from the state government.

Coast Railway (SCoR) Zone project, which was announced in 2019 and forgotten after, is one such project.

The Modi government’s announcement of the SCoR Zone project, with its headquarters in Visakhapatnam, before the 2019 general elections came as a huge relief for the people of north Andhra Pradesh. However, disappointment soon set in, as there seemed to be no progress on the project. For five years, the Railway Board kept saying that the detailed project report was being examined and that no time frame could be fixed for operationalisation of the Zone.

The BJP has blamed the YSRCP government for the delay, but this explanation has failed to cut ice with rail users. Activists have suggested that the BJP government should look for alternatives to operationalise the Zone instead of trying to pass the buck to the State government. They believe that a General Manager can be appointed immediately, and that the office buildings and staff quarters constructed as part of the Phase-II expansion of the Visakhapatnam Steel Plant (VSP), which are not in use, can be used as the SCoR Zonal Headquarters.

They have also asked why the Railway authorities are not using railway land which has already been identified, and is close to the Visakhapatnam railway station, to construct the SCoR Zonal headquarters. In fact, the plaque at the site was readied for unveiling by Prime Minister Narendra Modi in 2022. However, a day before Mr. Modi’s visit, Railway Minister Ashwini Vaishnaw visited the area late at night and expressed his unhappiness with the site. He announced that he would like a “world-class zonal headquarters building in Visakhapatnam.” The officials informed him that an alternative site was available close to the picturesque Mudasarlova reservoir. Though the State government has taken possession of this land for handing it over to the Railways, a small portion of the land is caught in a legal dispute, say sources. Despite this, the Minister insists on having the headquarters close to Mudasarlova instead of the readily available railway land.

In October 2022, BJP leaders told The Hindu that the scheduled laying of the foundation stone by Mr. Modi was deliberately postponed as the party believed that the YSRCP government would get credit for the railway zone.

During his visit to the Simhachalam Railway Station in Visakhapatnam on December 9, 2023, Mr. Vaishnaw said that the Centre was working with the State government to resolve the issue pertaining to land acquisition in Mudasarlova. Rail users say that the Centre could have initiated this move a long time ago instead of blaming the YSRCP government. The State government, on its part, is allegedly reluctant to evict encroachers and earn their wrath before the elections.

The resentment of the people of Visakhapatnam region increased after the formation of the East Coast Railway (ECoR) Zone in 2003. Later, the Waltair Division was merged with the ECoR Zone. The officials of the ECoR Zone seemed to care little for the needs of the people of north Andhra — for instance, by failing to introduce daily direct trains from Visakhapatnam junction to Chennai and Bengaluru. They also extended popular trains running from Hyderabad and Bengaluru to Visakhapatnam, to Bhubaneswar, but failed to concede to the demands of the people to extend long-distance trains terminating at Bhubaneswar, Puri and Sambalpur, to Visakhapatnam. There are several such examples of the demands of the people being ignored.

Union Minister Kishen Reddy had also written to Mr. Vaishnaw about this injustice. He said that the popular Visakha Express and Prasanthi Express, which were terminating at Visakhapatnam junction, has been extended to Bhubaneswar. This move, he said, had deprived the people of Visakhapatnam region of their quota of berths.

With elections drawing near, it is hoped that the State and Central governments will sort out their issues and ensure operationalisation of the SCoR Zonal soon. However, given the inordinate delay and lack of clear explanations for it, this is likely to remain a pipe dream.
